Management Board & Property Trustees

Management Board

The Civil Service Benevolent Fund is governed by a Management Board. It has the final authority over the future direction of the Fund by adopting policies which it thinks best suit its purposes.

Since its inception, the Head of the Home Civil Service has traditionally acted as President of the Fund. The Head of the Home Civil Service appoints the Chairman for the Management Board, who is normally a Permanent Secretary.

The person to fill the role of Vice-Chairman is traditionally selected by the Council of the Civil Service Unions (CCSU). Furthermore, a number of other members of the Board are nominated by Government departments or the CCSU. Should the Fund merge with another organisation, a representative of that organisation may be invited to become a member of the Management Board.

Finally, six members of the Board are elected by a meeting of the Fund's Council (normally the AGM). They serve a three-year period before being required to stand down.

Under the Fund's rules, elected members of the Management Board may only serve two consecutive 3-year terms before taking at least a year's absence.

Property Trustees

Since the Constitutional Reform process in 1999, members of the Management Board no longer have Property Trustee status. This function is carried out separately by a small group who have the right to attend Management Board meetings, should they so wish. It is their responsibility to ensure that the Fund does not use its resources in an unwise manner.
